REG 4.1 (10 MINUTE INNINGS BREAK)

CURRENT REGULATION

4.1 Hours of Play
Unless  otherwise  determined  by  the  Queensland  Sub  Districts  Cricket  Association Management Committee, the hours of play for fixtures shall be as determined below:

SUNDAY MORNING FIXTURE
9.30am to 10.50am (team batting first)
10.50am to 11.10am (interval between innings)
11.10am to 12.30pm (team batting second)

SUNDAY AFTERNOON FIXTURE
1.00pm to 2.20pm (team batting first)
2.20pm to 2.40pm (interval between innings)
2.40pm to 4.00pm (team batting second)


PROPOSED NEW REGULATION
4.1 Hours of Play

Unless  otherwise  determined  by  the  Queensland  Sub  Districts  Cricket  Association Management Committee, the hours of play for fixtures shall be as determined below:

Times revised to allow 10 minute innings breaks.

CURRENT REGULATION

4.2 Interval between Innings

If the innings of the team batting first is completed prior to the scheduled time for the Interval, the Interval shall take place immediately and the Innings of the team batting second will commence correspondingly earlier.

In circumstances where the side bowling first has not completed the allotted number of overs by the scheduled or re-scheduled cessation time for the first innings, the umpires shall reduce the length of the interval by the amount of time that the first innings overran. The minimum time for the interval will be 10 minutes.

On all occasions where play is delayed or interrupted the Umpires will reduce the length of the Interval to 10 minutes.


PROPOSED NEW REGULATION

4.2 Interval between Innings

If the innings of the team batting first is completed prior to the scheduled time for the Interval, the Interval shall take place immediately and the Innings of the team batting second will commence correspondingly earlier.

In circumstances where the side bowling first has not completed the allotted number of overs by the scheduled or re-scheduled cessation time for the first innings, the umpires shall reduce the length of the interval by the amount of time that the first innings overran. 

The minimum time for the interval will be 10 minutes.

On all occasions where play is delayed or interrupted the Umpires will reduce the length of the Interval to 10 minutes. 


(The second and last sentences removed as they are no longer needed. The word minimum is also not needed. All innings breaks are 10 minutes no matter what.)

14. No Ball - Penalty
Law 24.12 will apply except that the penalty for a No ball will be 2 runs.


PROPOSED NEW REGULATION
14.1 No Ball - Penalty
Law 21.15 will apply. The penalty for a No ball will be 1 run.


Law reference updated to 2017 Code. The last sentence is not needed but is included for clarity.

REG 14 (FREE HIT FOR A NO BALL)

PROPOSED NEW REGULATION
14.2 Free Hit
The delivery following a no ball called (all modes of no ball) shall be a free hit for whichever batsman is facing it.

14.2.1 If the delivery for the free hit is not a legitimate delivery (any kind of no ball or a wide ball), then the next delivery will become a free hit for whichever batsman is facing it.

14.2.2 For any free hit, the striker can be dismissed only under the circumstances that apply for a no ball, even if the delivery for the free hit is called wide ball.



14.2.3 Neither field changes nor the exchange of individuals between fielding positions are permitted for free hit deliveries unless:

a) There is a change of striker (the provisions of Regulation 12 shall apply),
or

b) The No Ball was the result of a fielding restriction breach, in which case the field may be changed to the extent of correcting the breach.

14.2.4 For clarity, the bowler can change his mode of delivery for the free hit delivery. In such circumstances Law 21.1.1 (2017 code) shall apply.

14.2.5 The umpires will signal a free hit by (after the normal No Ball signal) extending one arm straight upwards and moving it in a circular motion.

REG 17 (1 RUN FOR A NO BALL)

CURRENT REGULATION

17. Short Pitched Deliveries

A bowler shall be allowed to bowl one short-pitched delivery per over (not being a wide or no ball).

A short pitched delivery is defined as a ball that passes or would have passed above shoulder height of the striker standing upright at the crease, but not above the batsman’s head.

In the event of the bowler bowling more than one (1) short- pitched delivery in an over, the umpire shall call and signal “No Ball”. The penalty shall be two runs for the no ball (clause 14), plus any runs scored from the delivery.


PROPOSED NEW REGULATION

17. Short Pitched Deliveries

Wide bowling shall supersede the provisions of one (1) allowable fast short-pitched delivery per over outlined in clause 17 above.

A wide will be called for any offside or leg side delivery, which, in the opinion of the Umpire, does not give the batsman a reasonable opportunity to score.

As a guide, on the leg side a ball landing clearly outside the leg stump and going further away shall be called a Wide.

A penalty of two (2) runs for a Wide shall be scored in addition to any other runs scored, any boundary allowance and any other penalties awarded.

Apart from any award of a five (5) run penalty, all runs resulting from a wide shall be debited against the bowler.

REG 24 FITNESS OF GROUNDS

CURRENT REGULATION
24. Fitness of Grounds

(a) At all material times prior to the period prescribed for play, the decision regarding the fitness of a ground and/or wicket for play, and/or possibility of play not taking place on such grounds owing to adverse weather conditions shall be in the hands of the captains of the teams drawn to play on such ground, provided that before such decision is made either Captain or his representative have inspected the ground.

(b) Immediately after an inspection is made and it has been determined either that there is a possibility of play taking place or that no play shall take place, this information shall be forthwith conveyed by the Captains to the Umpires Coordinator for the Association. Each Captain shall also forthwith advise the Secretary of his Club of the decision.

(c) If no such decision is made it shall be obligatory on both teams to attend at the ground at the time fixed for the commencement of play.

(d) For matches played on High School wickets, the Principal shall have the sole right to determine whether play will commence or continue. In his absence, the groundsman duly appointed by the Principal will have the right. This supersedes the Laws of Cricket - Law 3.8.

(e) At any time after the time fixed for the commencement of play on any day allotted for the playing of a fixture, where an official umpire has been allocated, the following shall apply:-

(i) All decisions concerning the fitness of the pitch, ground, weather and light for play shall be in the hands of the Umpire.
(ii) Before deciding to suspend play, or not to resume play after an interval, the Umpire shall establish whether both Captains (the batsman at the wicket may deputise for their Captain) wish to continue in unfit conditions, if so, then their wishes shall be met. In the event of bad light, only the batting side shall have the option of continuing play.
(iii) Should conditions subsequently become, in the opinion of the Umpire, unsafe for play, the Umpire shall order the immediate cessation of play.



PROPOSED NEW REGULATION
24. FITNESS OF GROUNDS

BEFORE PLAY
24.1 Before the start of play, any decision regarding the fitness of a ground for play will be made together by the captains of the teams drawn to play on that ground.
24.2 Such decision will be made after the Captains or their representatives have inspected the ground on the day of the match or waived their opportunity to do so.
24.3 If the day's play is called off then the Captains will tell the Umpires Coordinator for the association immediately.
24.4 If the day's play is called off then both Captains will tell their Club Secretaries.
24.5 If the day's play is called off when the match is to be played at a neutral ground Captains will contact the Club Secretary of the host ground's club also.
24.6 If the day's play is not called off then umpires and players will attend the ground at the normal time for play.
24.7 For any match played on a School wicket, the school's Principal or groundsman appointed by the Principal will have overriding authority to determine whether play will commence or continue.

DURING THE MATCH
24.8 After play has commenced all decisions concerning the fitness of the pitch, ground, weather and light for play will be made by the Umpire(s).
24.9 In the absence of official umpire(s) Captains will agree about fitness of the pitch, ground, weather and light for play.
 24.9.1 When captains are unable to reach an agreement, the state of the match will continue unchanged until agreement can be reached.

SUSPENSION IN DANGEROUS OR UNREASONABLE CONDITIONS
24.10 Play will be suspended in Dangerous or Unreasonable Conditions
  24.10.1 The following shall apply in addition to Law 2.8 (2017 Code)

 24.10.1.1 [30/30 Rule] If thunder follows a lightning flash by 30 seconds or less, play must cease immediately.
 24.10.1.2 Players and umpires must leave the field immediately and must not return until 30 minutes after the initial lightning flash.
 24.10.1.3 If during the suspension of play thunder follows a lightning flash by 30 seconds or less, the 30 minute suspension period is to recommence.

Regulations 25-29 are a rehash of the Appendix A Behaviour mixed with a version of Saturday Regulation 20 about QSDCA Internal Conducts Commission.

DISCUSSION


A lot of the higher regulations could be revised simply as "See equivalent Standard QSDCA Playing Regulation xxx"


This has a possible practical problem in that referencing regulations in the field might simply result in an instruction that says "read other book which you don't have". These formal rules are less of a problem in this regard.



The Regulations such as 8 Naming of Players, 9 Dress, 10 Liquor, 24 Fitness of Grounds can stay in because of that reason.
