SUMMARY

Reduce the minimum overs per day for 2 dayers from 75 to 70.

PROPOSAL

 CURRENT REGULATIONS
10.1 On each day the initial minimum number of overs will be seventy five (75).
...
10.4 When an innings ends and a new innings is to commence before the scheduled finishing time, the minimum number of overs remaining to be bowled will be calculated two ways.
10.4.1 Method 1 is 75 overs less overs already bowled (part overs count as 1 over) less 3 overs for innings change.
10.4.2 For example: a team batting first is all out in 25.1 overs. Minimum overs to play method 1 is 75 – 26 – 3 = 46 overs minimum to play.

PROPOSED REGULATIONS
10.1 On each day the initial minimum number of overs will be seventy (70).
...
10.4 When an innings ends and a new innings is to commence before the scheduled finishing time, the minimum number of overs remaining to be bowled will be calculated two ways.
10.4.1 Method 1 is 70 overs less overs already bowled (part overs count as 1 over) less 3 overs for innings change.
10.4.2 For example: a team batting first is all out in 25.1 overs. Minimum overs to play method 1 is 70 – 26 – 3 = 39 overs minimum to play.

(Swapping 75 for 70 and correcting the maths in 10.4.2).

BACKGROUND

Jim Noble messaged (7-Jun-17):
"Rule should read 70 overs per day minimum or time allotted to finish. My reasoning is as follows: in all instances the allocated time for an over is 4 minutes. We play our finals with 4 min per over = 90 per day, 3 x 2 hour sessions. Regular time allowed per day is 300 minutes. Allowing 15 mins for tea and 2 drink breaks of 5 mins means lose 25 mins in all making 265 mins per day. At 4 minutes each that's about 66.
So I think 70 is far more equal than 75."

DISCUSSION

Jim Noble made the following points:
"Our play for the day is 5 hours ie 12.30 to 5,30 or 1.00 to 6.00 i.e 300 minutes
less 15 minutes for tea and 2 x 5 minute drink breaks total time 25 minutes
taken off 300 =275
Divide this by 4 = 68.7 or 69 overs.

Sometimes on very hot days we have another 2 drink breaks. All calculations are based on 4 minutes per over:
e.g.  for time lost for rain etc
all other times when play is lost or altered.
At present all limited over fixtures are 70 overs i.e 35 per innings.
Our finals are 90 overs per day or 15 overs per hour 30 overs per 2 hour session.
When a players leaves the field the time he is off and unable to bowl or bat is calculated on time off the field divided by 4.

I think the the 75 overs is a leftover from many years ago when it was compulsory to bowl 20 overs in the last hour.

I feel that by making the change to 70 overs minimum per day we become uniform."

My thoughts:
  • I haven't ever had much trouble getting to 75 overs with the matches I've umpired.
  • There is no need to make time for drinks breaks.
  • According to Law 12.6 (2017 Code) (or Law 16.6 2000 Code 6th Edition) there are still meant to be 20 overs in the last hour of Day 2. (But our Playing Conditions are that we play minimum 75 overs each day.)
