other conditions.

Suspension of play in dangerous or unreasonable circumstances.

Unless either team is dismissed in less than 15 overs, to make a completed

Moved
from 11.11
|
11.5.4 All recalculation of the number of overs to be bowled will
be based on an average rate 15 overs per hour.
|
Adapted from Premier Cricket regs
|
|
11.5.5 Only for the purposes of calculations of overs and times in interrupted
matches the scheduled close of play will be:
|
This new rule satisfies Aim B.
|
|
11.5.5.1 5.35pm for matches
starting at 12.30pm
|
||
11.5.5.2 6.05pm for matches starting at 1pm
|
||
11.5.6 For any match not completed by scheduled close of play,
play may continue subject to conditions of weather, round and light until
required overs have been bowled or the innings is complete.
|
Emphasizes that the previous
rule IS NOT stopping a regular uninterrupted match.
|
|
11.5.7 In the event of a
suspension occurring in the middle of an over, the number of total overs lost
will be calculated as in regulation
11.5.2 and the innings of the team batting will continue from the
point of the interruption.
|
Fixes the issue of suspension mid over.
Satisfies Aim C.
|
|
DELAY
OR INTERRUPTION IN THE INNINGS OF THE TEAM BATTING FIRST
|
||
11.6 When calculating the length of remaining playing time
available for the match the duration of the interval between innings will be
taken into account.
|
Ensures the Tea break is included in
recalculation.
|
|
11.6.1 Calculations regarding numbers of overs resulting in a
fraction of an over will be rounded up.

As in Calculation Sheet 1A item (I)

|
11.6.2 If the team fielding first fails to bowl the revised number
of overs by the Rescheduled First
Innings Compulsory Closure Time, a compulsory closure will apply in the same
manner as Regulations 11.4.2 to 11.4.5
|
Enables the revised compulsory closure,
Calculation Sheet 1A (L)
|
|
11.6.3 The revision of the number of overs should ensure, whenever
possible, that both teams have the opportunity to bat for the same number of overs.
|
Satisfies Aim A
|
|
11.6.4 Where this is possible, if the total number of overs in the
match thereby calculated results in an odd number of total overs in the
match, then one over shall be added and the new total divided in half.
|
Calculation Sheet 1A item (I)
|
|
11.6.5 All relative delays, interruptions in play,
and the duration of the interval will be taken into account.
|
Means multiple interruptions
can be taken into account.
|
|
11.6.6 If there is more than one interruption to the innings of
the side batting first, the above calculations should always be based on the
original scheduled close of play, rather than the rescheduled close resulting
from the previous interruption.

scheduled, or Rescheduled Compulsory
Closure Time, then any calculation relating to the revision of overs
shall not be effective until an amount of time equivalent to that by which
the second innings started early has elapsed.
|
If the first team gets all out
and the second team starts batting early and then there's an interruption….
do not start reducing overs if there's more than 35x4 mins remaining.
|
|
11.7.2 Should the calculations result in a fraction of an over the
fraction shall be ignored.

BACKGROUND
Click here http://tinyurl.com/y8wsx5nv to read a discussion about 5 imagined scenarios that could happen in one dayers.
These set out an explanation why each of these proposals might be needed.
The five scenarios discussed
1. LATE START
2. RAIN INTERRUPTION DURING INNINGS 1 (AFTER 15 OVERS COMPLETED).
2A. ANOTHER INTERRUPTION IN THE SECOND INNINGS ENDS THE MATCH.
3. RAIN INTERRUPTION DURING INNINGS 1 (BEFORE 15 OVERS COMPLETED)
4. RAIN INTERRUPTION ENDS THE MATCH DURING INNINGS 2.
5. SHORT RAIN INTERRUPTION DURING INNINGS 2.
DISCUSSION
There are 5
general aims.
A.
A
rule which says how to vary the first innings cut off time to halve the
remaining time between innings equally.
Added
sections of rules for first innings interrupted matches.
B.
Something
that specifies a second innings cut off of 6.05pm (or 5.35pm for early start
matches) when interruptions occur. This helps a lot when working out second
innings overs remaining.
Add
rules section for interruption in second innings, especially see 11.7.3 and
11.7.4.
C.
Some
easy and accepted way to deal with fractions (of overs and target run scores)
needs to be devised. Perhaps a rule which confirms that for the calculation of
average run rates the divisor overs should be expressed in multiples of 1/6
over (or maybe in balls?) (e.g if team one bowls 16 overs and 1 ball then
there's rain... how many overs does team 2 get?)
This
is achieved throughfollowing the Standard ODI rules which derives revised overs
based on time.
D.
A
way to limit maximum overs for each bowler in shortened matches.
There
are several complicated ways to do this. I used a simple table.
E.
Introduce
a simple process to figure out what to do when rain interrupts. Maybe something
like the Calculation Appendixes in the One Day International Rules?
See
Standard ODI July 2015 Calc sheets

Follow this link to see the Proposed QSDCA Calculation sheet http://tinyurl.com/yagvwx8u

The new parts
of regulations are derived from 3
principal sources.
- The QSDCA Super 20 Regulations 2015/16
- Premier Cricket Handbook 2016/17
- Standard ODI July 2015 Playing Conditions
Each of these
deal with the issues of interruptions by using sections on Interruptions of
various kinds and Numbers of overs per bowler and results sections.
Key to
getting this to work is the use of the Calculation sheets which regularise the
process of figuring out what is needed whenever there is a suspension in play.
Assuming the
objection to paperwork can be overcome then this will greatly improve the
fairness and completion in limited over one day games.
Apart from
Powerplays and Duckworth Lewis Stern methods a QSDCA limited overs game will
now be modelled closely on a modern One Day International.
