11.5 Delayed means a match which does not begin at the scheduled time for reasons of weather, light, or other conditions.

DELAY OR INTERRUPTION IN THE INNINGS OF THE TEAM BATTING FIRST


11.6 When calculating the length of remaining playing time available for the match the duration of the interval between innings will be taken into account.
Ensures the Tea break is included in recalculation.

11.6.1 Calculations regarding numbers of overs resulting in a fraction of an over will be rounded up.

DELAY OR INTERRUPTION IN THE INNINGS OF THE TEAM BATTING SECOND


11.7 When playing time has been lost and, as a result, it is not possible for the team batting second to have the opportunity of receiving its allocated, or revised allocation of overs in the playing time available, the number of overs shall be reduced at a rate of 4 mins per over in respect of the aggregated lost playing time.

DISCUSSION


There are 5 general aims.

A.    A rule which says how to vary the first innings cut off time to halve the remaining time between innings equally.

Added sections of rules for first innings interrupted matches.

B.    Something that specifies a second innings cut off of 6.05pm (or 5.35pm for early start matches) when interruptions occur. This helps a lot when working out second innings overs remaining.

Add rules section for interruption in second innings, especially see 11.7.3 and 11.7.4.

C.   Some easy and accepted way to deal with fractions (of overs and target run scores) needs to be devised. Perhaps a rule which confirms that for the calculation of average run rates the divisor overs should be expressed in multiples of 1/6 over (or maybe in balls?) (e.g if team one bowls 16 overs and 1 ball then there's rain... how many overs does team 2 get?)

This is achieved throughfollowing the Standard ODI rules which derives revised overs based on time.

D.   A way to limit maximum overs for each bowler in shortened matches.

There are several complicated ways to do this. I used a simple table.

E.    Introduce a simple process to figure out what to do when rain interrupts. Maybe something like the Calculation Appendixes in the One Day International Rules?

The new parts of regulations  are derived from 3 principal sources.
  • The QSDCA Super 20 Regulations 2015/16
  • Premier Cricket Handbook 2016/17
  • Standard ODI July 2015 Playing Conditions

Each of these deal with the issues of interruptions by using sections on Interruptions of various kinds and Numbers of overs per bowler and results sections.

Key to getting this to work is the use of the Calculation sheets which regularise the process of figuring out what is needed whenever there is a suspension in play.

Assuming the objection to paperwork can be overcome then this will greatly improve the fairness and completion in limited over one day games.

Apart from Powerplays and Duckworth Lewis Stern methods a QSDCA limited overs game will now be modelled closely on a modern One Day International.
